Le présent règlement définit les règles d’application du règlement (UE, Euratom) no 966/2012 (ci-après dénommé le «règlement financier»).
This Regulation lays down the rules of application for Regulation (EU, Euratom) No 966/2012 (hereinafter ‘the Financial Regulation’).

The second subparagraph of Article 125(3), and Article 125(6) of Regulation (EU, Euratom) No 966/2012, in their version prior to the amendments made by Article 1 of this Regulation, shall continue to apply as regards acts done and commitments made in respect of the funding of political parties at European level until 31 December 2017.

Le budget alloué au titre du présent règlement aux actions de l’Union visées à l’article 20 du présent règlement, à l’aide d’urgence visée à l’article 21 du présent règlement, au réseau européen des migrations visé à l’article 22 du présent règlement et à l’assistance technique visée à l’article 23 du présent règlement, est exécuté en gestion directe, conformément à l’article 58, paragraphe 1, point a), du règlement (UE, Euratom) no 966/2012 et, le cas échéant, en gestion indirecte, conformément à l’article 58, paragraphe 1, point c), du règlement (UE, Euratom) no 966/2012.

The budget allocated under this Regulation to Union actions referred to in Article 20 of this Regulation, to the emergency assistance referred to in Article 21 of this Regulation, to the European Migration Network referred to in Article 22 of this Regulation and to the technical assistance referred to in Article 23 of this Regulation shall be implemented under direct management in accordance with point (a) of Article 58(1) of Regulation (EU, Euratom) No 966/2012 and, where appropriate, under indirect management in accordance with point (c) of Article 58(1) of Regulation (EU, Euratom) No 966/2012.

Aux fins du présent règlement, une entité qui n'est pas dotée de la personnalité juridique en vertu du droit national applicable est assimilée à une entité juridique pour autant que les conditions fixées à l'article 114, paragraphe 2, point a), du règlement (UE, Euratom) n° 966/2012 et à l'article 201 du règlement délégué (UE) n° XX/XX de la Commission du 29 octobre 2012 relatif aux règles d'application du règlement (UE, Euratom) n° 966/2012 du Parlement européen et du Conseil relatif aux règles financières applicables au budget général de l'Union soient remplies.
3. For the purposes of this Regulation an entity which does not have legal personality under the applicable national law is assimilated to a legal entity provided that the conditions set out in Article 114(2)(a) of Regulation (EU, Euratom) No 966/2012 and Article 201 of the Commission delegated Regulation (EU) No XX/XX of 29.10.2012 on the rules of application of Regulation (EU, Euratom) No 966/2012 of the European Parliament and of the Council on the financial rules applicable to the general budget of the Union adopted pursuant thereto are complied with.
