Darrel Stinson (Okanagan-Shuswap, Réf) propose: Motion no 50 Que le projet de loi C-65, à l'article 38, soit modifié: a) par adjonction, après la ligne 10, page 21, de ce qui suit: «(1.1) Le ministre compétent tient au moins une séance publique dans la région visée par le plan de rétablissement afin d'entendre les observations des personnes intéressées à collaborer à l'élaboration du plan de redressement (1.2) Le ministre compétent fait publier dans la Gazette du Canada et dans un quotidien ou un hebdomadaire de circulation générale dans la région visée par le plan de rétablissement, au moins soixante jours avant le début de toute audience publique tenue par le ministre dans ladite région en vertu du paragraphe (1.1), un avis comportant les éléments suivants : a) la mention que le ministre compétent doit élaborer un plan de redressement et tenir une audience publique à cet égard; b) la date, l'heure et le lieu de l'audience; c) la mention que toute personne intéressée à collaborer à l'élaboration d'un tel plan doit transmettre au ministre compétent, sous forme électronique ou autre, au moins trois jours ouvrables avant le tenue de l'audience publique, un avis indiquant son nom et son adresse et le fait qu'elle est touchée ou intéressée. b) par adjonction, après la ligne 26, page 21, de ce qui suit: d.1) toute autre personne ou organisation qui transmet au ministre compétent, sous forme électronique ou autre, au moins trois jours ouvrables avant le début de l'audience visée au paragraphe (1.1) un avis indiquant son nom et son adresse et le fait qu'elle est touchée ou intéressée».
' Mr. Darrel Stinson (Okanagan-Shuswap, Ref) moved: Motion No. 50 That Bill C-65, in Clause 38, be amended by adding: (a) after line 9 on page 21 the following: ``(1.1) The responsible minister shall hold at least one public hearing in the area affected by the recovery plan to hear the comments of persons interested in cooperating in the preparation of the recovery plan (1.2) The responsible minister shall cause to be published, in the Canada Gazette and in a daily or weekly newspaper in general circulation in the area affected by the recovery plan, at least sixty days prior to the commencement of any public hearing held by the responsible minister in the area pursuant to subsection (1.1), a notice containing (a) a statement that the responsible minister must prepare a recovery plan and hold a public hearing concerning the plan; (b) the time, date and place of the hearing; (c) a statement that any person interested in cooperating in the preparation of the plan must notify the responsible minister, at least three working days prior to the commencement of the public hearing, in electronic or other form, of the person's name and address and of the fact that the person is affected or interested'. ' (b) after line 22 on page 21 the following: ``(d.1) any other person or organization that notifies the responsible minister, at least three working days prior to the commencement of the hearing referred to in subsection (1.1), in electronic or other form, of the name and address of the person or organization and of the fact that the person or organization is affected or interested'.

M. Dale Johnston: Monsieur McDermott, quand j'ai abordé cette question lors de ma dernière intervention, j'ai parlé de griefs. Mr. Dale Johnston: Mr. McDermott, when I spoke to this in my last opportunity to speak, I talked about grievances, but when you really look closely at the clause, one comes to the conclusion that any person or organization affected by an order or a decision of the board may file in a court, whether it's a provincial court or superior court.
