Suggestions are made to encourage more systematic international co-ordination, in particular using the "Friends of" approach in the context of UN initiatives. This approach entails the largest number of international donors co-ordinating their own actions in a particular country. East Timor is one recent example. The Commission argues for a more pro-active approach to improving donor co-ordination, lack of which reduces the impact and effectiveness of external interventions.
