If you want my advice on what you as a committee could say about the vertical fiscal imbalance, and if a continuing federal role in national policy-making is important to you, then at a minimum you have to say that national policies have to be national and can only be implemented after substantial federal–provincial–territorial consultation, and that they're only national programs after the agreement of seven provinces representing a minimum of 50% of the population, not a simple majority.
