(1.03) Any domestic producer of any textile and apparel goods that are like or directly competitive with any textile and apparel goods being imported into Canada and that are entitled, either under section 24 of the Customs Tariff or, in respect of goods that have been integrated into the General Agreement on Tariffs and Trade on the basis of a commitment made by Canada under any successor agreement to the Multifibre Arrangement, under subsection 45(13) of the Customs Tariff, to the United States Tariff, or the Mexico Tariff, in the List of Tariff Provisions set out in the schedule to that Act, or any person or association acting on behalf of any such domestic producer, may file a written complaint with the Tribunal alleging that, as a result of the reduction of that tariff, the imported goods are being imported in such increased quantities, in absolute terms or relative to the domestic market in Canada for the goods, and under such conditions as to cause serious damage, or actual threat thereof, to domestic producers of like or directly competitive textile and apparel goods.

[Text] *Question No. 63 Mr. Gordon O'Connor: With respect to the poisoning case of ex-Warrant Officer Matthew Stopford while in Croatia in 1993 and investigated by the Military Police Complaints Commission: (a) how many of the soldiers involved with the coffee tampering allegations remained in the armed forces after the allegations were made and are they still serving; (b) have the soldiers involved with the coffee tampering allegations been disciplined regarding this matter and if so, how were they disciplined; (c) when was Mr. Stopford informed of the poisoning and why did the Department of National Defence wait that period to inform him; and (d) when will the government make an offer suitable to Mr. Stopford to settle this matter?

The scenario is very demanding: in fact, the outer borders will adjoin highly problematic countries, such as Ukraine and Belarus, the latter controlled by a government so authoritarian that it warranted the suspension of all official relations with it; and then there is Russia, a major military power which is having trouble adopting a more democratic institutional shape and above all pacifying Chechnya, agreeing without delay to work on the peace plan proposed by Mr Maskhadov, to which Parliament gave its full backing; and then in the south we have Turkey, now on the eve of negotiations which could see it accede; and there is the Middle East, the Gulf and Maghreb and Mashreq countries.

Underlines that contacts with the various institutions and bodies in the context of the discharge procedure should be made at the appropriate level, as laid down in the general guidelines on the delegation of the President's powers of representation, adopted by the Conference of Presidents on 11 March 1998; with regard to the Commission in particular, points to paragraph 17 of the Framework Agreement of 5 July 2000 on relations between the European Parliament and the Commission , under which Parliament and the Commission agree that, in connection with the annual discharge governed by Article 276 of the EC Treaty, the Commission shall forward all information necessary for supervising the implementation of the budget for the year in question which the chairperson of the parliamentary committee responsible for the discharge procedure pursuant to Annex VI to Parliament's Rules of Procedure requests from it; these requests for information from the Commission should be announced by the chairperson to the committee;
