As the scope of the Regulation is now being interpreted in such a way as to cover the treatment of all animal by-products (including manure and even milk processing and milk residues), whereas Parliament in fact only wished to include material obtained in slaughterhouses, its scope should be expressly clarified (namely applying to animal by-products obtained in slaughterhouses). The wide interpretation given to the definition of the term 'animal by-products' in Regulation (EC) No 1774/2002 (products 'not intended for human consumption') is in reality leading to treatment in accordance with the provisions of that Regulation being demanded even in the case of feed products (e.g. milk powder).

A ce sujet, je voudrais préciser que la Commission interprétera, en ce qui la concerne, les dispositions du 6ième amendement de manière telle que l'interdiction des tests sur animaux couvre également les produits finis. Elle peut donc rencontrer à cet égard les préoccupations du Parlement européen et des organisations défendant le bien- être animal.
On this subject, I would like to state that for its part the Commission will interpret the provisions of the 6th amendment in such a way that the banning of animal tests also covers finished products, thereby meeting the concerns of the European Parliament and the animal welfare organisations.
