D. having regard to the resolutions of the UN Security Council which blame and condemn UNITA for failing to comply with the Lusaka Protocol and for the resultant deterioration of the situation in Angola, as is made clear in Resolution 1213 (1998), which roundly condemns the failure of UNITA to meet its obligation to discharge its remaining responsibilities under the Lusaka Protocol, notably total demilitarisation of its forces and full cooperation in the immediate and unconditional extension of the state administration to the entire territory of Angola, and in Resolution 1269 (1999), which reiterates that the main cause of the present crisis in Angola is the refusal of Jonas Savimibi's UNITA movement to discharge its obligations under the 'peace agreements', the Lusaka Protocol and the relevant Security Council resolutions, as well as in Resolutions 1202 (1998) and 1229 (1999),

As you will all remember, during the last part-session here in Strasbourg, the European Parliament debated and adopted a resolution in which it condemned and stated its concern at the difficult conditions under which journalists work in Angola. It also condemned the trials they are constantly subjected to and the consequent lack of free speech and absence of a free press.

We rightfully condemned the behaviour of UNITA which threatened the peace process in Angola and we used our authority to invite the two sides to stop the war and embrace peace. Rightfully and with the full weight of our authority, we condemn the persecution and threats against journalists and we call on the Government of Angola to ensure the conditions of freedom which are essential to the vital work of journalists in a democratic country and society.

The European Union, which is a major donor to Angola, wishes to convey in the strongest possible terms its condemnation of recent attitudes on coercion and obstruction, attacks on international and Angolan humanitarian aid personnel, thus threatening their safety, and calls both on the Angolan government and UNITA to actively facilitate their humanitarian work.
