Fisheries and Oceans Mr. Tom Wappel (Scarborough Southwest, Lib.): Mr. Speaker, I have the honour to present, in both official languages, the seventh report of the Standing Committee on Fisheries and Oceans entitled, “Atlantic Fisheries Issues: May 2003”, which is a unanimous report of our committee, with supplemental reasons by the Canadian Alliance regarding our findings on our trip to the Atlantic provinces.

- (EL) Monsieur le Président, je dois constater que le débat d’aujourd’hui au sujet du troisième rapport sur la cohésion, pour le quatrième cadre communautaire d’appui, est en réalité beaucoup plus simple que les précédents débats sur le même sujet au sein du Parlement européen. L’une des principales explications réside dans la contribution personnelle apportée par le commissaire Barnier, en ce sens qu’il a entamé le dialogue sur la nouvelle période de programmation 2007 - 2013 très tôt, ce qui a permis d’aboutir à un large consensus sur ce thème d’une grande complexité, grâce également à l’aide du Parlement européen et au fait qu’il ait aussi écouté le point de vue de notre Assemblée.
– (EL) Mr President, I must say that today's debate on the third cohesion report, for the fourth community support framework, is basically much easier than previous debates which we have held on the same matter in the European Parliament, and I think that one basic reason for this is the personal contribution to it by Commissioner Barnier, in the sense that he started the dialogue on the new 2007-2013 programming period very early, making it possible, thanks also to the assistance of the European Parliament and thanks to the fact that he also listened to the views of the European Parliament, to achieve a broad consensus on this very difficult issue.

En général, pendant cette année parlementaire on a constaté une concentration des activités de la commission sur des thèmes de grande envergure politique (dans les relations entre les institutions européennes et/ou les Etats membres) ayant pour effet la mobilisation de plusieurs acteurs des sociétés civiles et politiques nationales à l' occasion des réunions de la commission. C'est le cas de l'audition sur "la nature des usines de retraitement des déchets nucléaires et leur incidence sur les collectivités locales et régionales de l'Union" (17-18 avril 2002) à l'occasion de laquelle on a pu constater l'effet "boule de neige" (multiplicateur des intérêts en jeu) déclenché grâce à une série de pétitions(comme celle de M. Natchwey) bien ciblée sur ce sujet: la commissaire Wallstrôm, les experts du nucléaire civil, les responsables ou les représentants du personnel des centrales, les eurodéputés membres de la commission et leurs collègues des commissions de l'environnement et de l'industrie, tout en exposant leurs différentes opinions sur les risques et les pouvoirs étatiques ou européens dans ce domaine, ont démontré que le thème est actuel et prioritaire.
During the parliamentary year the committee has generally concentrated on major political issues (regarding relations between the European institutions and/or the Member States), its meetings being attended by a number of national representatives from civil society and from political circles, for example the hearing on ‘the nature of nuclear waste reprocessing plant and their impact on local and regional communities within the Union’ (17‑18 April 2002) at which attention was drawn to the 'snowball' effect (multiplication of the interests at stake) initiated by a number of petitions (for example by Mr Natchwey) specifically relating to this matter. The issue was revealed to be highly topical and a matter of priority following statements by Commissioner Wallström, civil nuclear energy experts, administrators or staff representatives from nuclear power stations, MEPs belonging to the committee and their colleagues from the Committees on the Environment and Industry, all of whom gave their views on the risks involved and the powers of the national or European authorities in this area.

Je voudrais ici rappeler la statistique publiée dans le texte de notre avis, et qui constate qu'au cours des dix dernières années, plus de cinq cents interventions avaient trait à cette question, dont presque une centaine au cours du notre dernier mandat, et que quatorze d'entre elles concernaient ce sujet appliqué à la Finlande et à la Suède.
I would like to point to the statistics published in the opinion, from which it may be noted that over 500 petitions in the past decade related to this issue, almost 100 during this term of office, and that 14 of these relate to the situation between Finland and Sweden.
