Going on to my speech as I wish to give it, I would like to take the time to commend the late David Kato for his brave work in Uganda, for defending not just his rights, but also the rights of other LGBT people in Uganda, and indeed of those in Africa.

The Council has had to take note of the fact that it was Parliament that adopted a proper and balanced chemicals policy. It was Parliament that kept the enlargement debate on rational lines and did not allow it to be carried along in a rush, and, on this occasion, it is Parliament that is showing the other two institutions that it is possible to do what my own country’s late President, Johannes Rau, called for in almost every speech, namely to be the protector that the little man must have in a deregulated world.

At the end of my speech, when I was presenting my bill, I said that it was rather too complicated and difficult to make this section binding through an amendment, and that we therefore had to ask the government, through a referral, to ask the Supreme Court to tell us if section 41, or if you will the whole of Part VII, is binding or not.
