La Commission a présenté un programme d'action de trois ans pour simplifier les milliers de pages que compte actuellement la législation de l'UE («l'acquis»,. Ce programme couvre 222 législations de base et plus de 1400 actes juridiques connexes. Il sera régulièrement actualisé. La simplification n'est pas un cheval de Troie destiné à affaiblir une réglementation essentielle, par exemple dans les domaines de la protection des consommateurs ou de l'environnement. La véritable question, c'est de savoir si l'approche choisie initialement est la plus efficace pour atteindre les objectifs fixés. La simplification peut donc tout vouloir dire depuis la simple codification jusqu'à la modification de l'approche réglementaire choisie. En effet, meilleure réglementation ne signifie pas déréglementation. The Commission has tabled a three year action programme for simplifying the existing thousands pages of EU legislation (“acquis”). This programme covers 222 basic legislations and over 1,400 related legal acts. It will be regularly updated. Simplification is no Trojan horse to water down essential regulatory protection in relation for instance to consumer protection or the protection of the environment. The real question is, whether the approach originally chosen is the most effective to reach the objectives set. Simplification can therefore mean everything from a simple codification to a modification of the regulatory approach chosen. It could also in some cases mean repealing existing legislation. But it will be made sure that the objectives will be reached. Better regulation is however not de-regulation. Simplification of legislation means making regulation at EU and national level less burdensome for citizens and operators. It should lead to legislation that is easier to apply and therefore more effective while preserving the policy objectives of the EU.

In the light of the discussions, the President summarized the conclusions as follows: "The Council recognized that greater coordination between national and Community RTD policies could be achieved in pursuit of the objectives laid down by the Treaty, in particular the desirability of Community added value, taking account of the desirability of promoting stimulating competition between the Member States: - with regard to determining RTD policies, such coordination could be based on better use of the existing structures, namely the specific programme committees (whose duties could be extended to include exchanging information on national RTD policies) and the reformed CREST, one of whose main tasks would be to contribute to the coordination of the RTD activities of the Community and the Member States; - with regard to the carrying out of research activities, the role of the programme committees continued to be important in improving cross-programme coordination.

Towards greater coordination The Commission is not calling for any additional funding - the measures it advocates will be based on existing resources from the Community budget (European RTD Framework Programme, Structural Funds, Trans-European Networks, etc.), the national and ESA programmes, and on an improvement in EIB and European Investment Fund lending conditions - but it does advocate effective coordination of policies at European level, involving all interested parties - the Commission, the ESA, the Member States, the national agencies, the industry, and the standardization bodies, etc. To strengthen this coordination, Edith Cresson, Martin Bangemann and Neil Kinnock have created a Space coordination group composed of representatives of their respective services which will be in charge of the dialogue with industry, national agencies and the European Space Agency.
