– Mr President, Mr Alberto Fujimori, the ex-President of Peru, found refuge in Japan after his government was accused of a number of corruption and human rights abuse charges.

Les preuves et les documents combinés, fournis par le gouvernement et les autorités judiciaires péruviens, mais aussi par des organisations internationales de défense des droits de l’homme, sont particulièrement accablants quant aux meurtres, à la torture, à la corruption et aux abus de pouvoir imputables à l’ancien président Alberto Fujimori. Celui-ci a opprimé le peuple péruvien pendant dix années de gouvernement autoritaire (dont une grande partie sous un régime dictatorial). Il me semble par conséquent que cette extradition aura lieu - compte tenu en particulier du prestige considérable du système judiciaire chilien.
The combined evidence and documentation, provided not just by the Peruvian Government and judicial authorities, but also by international human rights organisations, is so overwhelming in relation to the murders, torture, corruption and abuse of power attributable to the former President Fujimori who, over ten years of authoritarian government, many of them under a dictatorial system, oppressed the Peruvian people that I believe that this extradition will take place, particularly in view of the enormous prestige of the Chilean judicial system.

F. noting the serious demonstration of military force which the Peruvian regime organised on 8 June, by promoting a pubic act in which the country’s military chiefs ‘recognised’ Alberto Fujimori as Commander-in-Chief of the Armed Forces and the Police for the years 2000 to 2005 (a position which belongs to the constitutional President of the Republic), at a time when the electoral process had not been completed due to the number of flaws and instances of incompetence brought before the National Electoral Committee, the high level OAS mission is about to visit the country to seek a ‘reform of the electoral process’, the results have been expressly rejected by most of the country’s political parties, and Mr Fujimori has not even taken office nor sworn the oath before the Peruvian Congress, a ceremony which is scheduled for the end of July;

The European Union commends both President Jamil Mahuad of Ecuador and President Alberto Fujimori of Peru on their personal efforts in bringing the negotiations to a successful conclusion and pays its respects to the Congresses and the peoples of the two countries for their contributions to the final settlement.

In particular, Mr Matutes welcomed the remarks made by the new President of Peru, Mr Alberto Fujimori, which stressed the priority given by the new government to normalizing cooperation between Peru and the international financial system, the development of economic relations with the industrialized countries, the promotion of the diversification of exports, a contribution to regional integration and the struggle against terrorism and the drugs traffic.
