The combined evidence and documentation, provided not just by the Peruvian Government and judicial authorities, but also by international human rights organisations, is so overwhelming in relation to the murders, torture, corruption and abuse of power attributable to the former President Fujimori who, over ten years of authoritarian government, many of them under a dictatorial system, oppressed the Peruvian people that I believe that this extradition will take place, particularly in view of the enormous prestige of the Chilean judicial system.

F. compte tenu de la grave démonstration de force militaire effectuée par le régime péruvien le 8 juin dernier, en encourageant un acte du bras militaire du pays qui constitue une « reconnaissance » d’Alberto Fujimori comme commandant en chef des forces armées et policières pour la période 2000-2005 (charge qui incombe au président constitutionnel), sans que le processus électoral ait abouti en raison d’irrégularités et de motifs de nullité présentés devant la Commission nationale des élections, la visite de la Mission de haut niveau de l’OEA pour intercéder en faveur d’une « réforme du processus électoral » étant suspendue, étant donné qu’il existe une absence de reconnaissance expresse des résultats par la majorité des forces politiques du pays et sans que M. Fujimori ait pris ses fonctions et ait prêté serment devant le Congrès du Pérou, cérémonie qui devrait avoir lieu à la fin du mois de juillet ;
F. noting the serious demonstration of military force which the Peruvian regime organised on 8 June, by promoting a pubic act in which the country’s military chiefs ‘recognised’ Alberto Fujimori as Commander-in-Chief of the Armed Forces and the Police for the years 2000 to 2005 (a position which belongs to the constitutional President of the Republic), at a time when the electoral process had not been completed due to the number of flaws and instances of incompetence brought before the National Electoral Committee, the high level OAS mission is about to visit the country to seek a ‘reform of the electoral process’, the results have been expressly rejected by most of the country’s political parties, and Mr Fujimori has not even taken office nor sworn the oath before the Peruvian Congress, a ceremony which is scheduled for the end of July;
