Stresses that IS represents first and foremost the consequence rather than the cause of the current convulsion which is engulfing the Middle East and beyond; recalls that IS has emerged from a bedrock of protracted human rights violations and impunity, crony capitalism, pervasive corruption, sectarianism, marginalisation and discrimination against entire groups, notably socially-disadvantaged Arab Sunnis, as well as a long history of external manipulation and intervention by regional and Western actors; believes therefore that any effective response by the international community to the nefarious acts and nature of IS requires a collected, inclusive and strategic plan of action, couched in international legality;

The Bloc Québécois believes that it is possible to meet the same objectives, and even to extend prevention campaigns to other groups, by introducing more effective measures to reduce the incidence of unfortunate consequences of alcohol consumption without imposing a heavy burden on microbreweries, brewers and other producers of alcoholic beverages who already invest in programs for the prevention and awareness of the effects of alcohol.

SOULIGNE qu'il est important de promouvoir des actions internationales afin de faire face efficacement aux problèmes environnementaux provoqués par les émissions des navires de mer, quel que soit leur pavillon, à l'échelle mondiale; ESTIME donc que des solutions internationales devraient être recherchées en collaboration étroite avec les grandes nations maritimes au sein de l'OMI et que, dans ce contexte, l'adoption de l'annexe VI de la Convention MARPOL représente une étape déterminante; INVITE INSTAMMENT les États membres de l'UE qui n'ont pas encore ratifié cet instrument international important à le faire aussi vite que possible afin qu'il puisse entrer en vigueur;
UNDERLINES the importance of promoting international actions to effectively address the environmental problems caused by emissions from seagoing ships of all flags on a global scale; therefore BELIEVES that international solutions should be pursued working closely with key shipping nations at IMO and that, in this context, the adoption of Annex VI to the MARPOL Convention represents a key step and URGES the EU Member States which have not yet ratified this important international instrument to do so as soon as possible to allow its entering into force;

Is convinced that local development and employment initiatives are preconditions for lasting development which contribute not only to an improvement of the living environment in urban and rural areas but above all represent the proper framework for the creation of permanent employment opportunities and hence are an important first step in finding a solution for the EU's crisis areas which have degenerated into social exclusion and where local infrastructure has been destroyed. It is, therefore, incomprehensible that only 10% of the entire amount for the period 1994-1999 has been allocated to local development, while on the other hand, a large proportion of the large-scale projects promoted by considerable contributions from the Structural Funds have no more than short-term effects on employment and in some cases actually hamper or prevent the creation of jobs linked to the area; calls therefore on the Member States to introduce greater variety into their employment programmes and to include in them a chapter on local employment; calls on the Commission to support the Member States in such efforts and to insist, as being crucial to the efficient use of appropriations, on the proportion of Structural Fund allocations earmarked for local employment initiatives being raised;
