The proposals that I've put before you today are in no way intended to be the final word, as they will need to be more fully fleshed out in a bill for parliamentary review. I've outlined them today to make clear that the government feels that the act needs to be amended to deal with the most pressing issues.

There is no doubt that a single text will not only be useful to legislators and to the fleet, which will not have to refer to dozens of different regulations in order to find out what their obligations are, but that it will also contribute to finally improving control. It is even possible that a single text will respond to this Parliament’s frequent demand that the recommendations of the regional organisations be incorporated into Community legislation with a speed that we are still far from achieving.

With regard to certain proposals contained in Parliament's report on the cinema, the Commission has announced in its communication that it intends to draw up a communication dedicated specifically to the cinematographic sector, which will deal with questions such as the definition of European works, and although Mrs Fraisse is no longer here now, I would nonetheless like to say to her that this will not be easy and that if she wants to give us a hand, it would be very welcome.

Among the abovementioned priority matters, particular emphasis will be laid on the following: - Conclusion of the enlargement negotiations with Austria, Finland, Norway and Sweden, with the assent of the European Parliament being given during the current parliamentary term; - Adoption of the Fourth Research Framework Programme (1994-1998) and the specific programmes; - Realization as soon as possible of the objectives of the Commission White Paper in accordance with the conclusions of the Brussels European Council on 10 and 11 December 1993; - Strengthening of economic and social cohesion through adoption and implementation of the appropriate measures and above all the definitive establishment of the Cohesion Fund, as well as promotion of Community initiatives in the framework of the Structural Funds; - Completion of the trans-European networks and adoption of the guidelines in the fields of traditional railway infrastructure, airport and port infrastructure, energy and gas; - Completion of the legislative programme relating to the establishment of the internal market and promotion of measures for its consolidation and dynamic development; - Implementation of Article 8b(1) of the Treaty on Union (right to vote and eligibility to stand as a candidate in municipal elections); - Full implementation of the conclusions of the Edinburgh European Council concerning in particular: = the financing of the Community, through the adoption of texts relating to the own resources system, budgetary discipline and the Guarantee Fund, and = application of the principle of subsidiarity; - Adoption of the negotiating directives and conclusion of the negotiations in progress concerning agreements in the field of external relations".

De ce point de vue, le President de la Commission a releve un certain nombre d'elements positifs: a) Le Conseil a echappe a la tentation de ne traiter que le court terme et l'examen des problemes a moyen terme a prevalu, comme le souhaitait la Commission; b) Les propositions de la Commission ont ete au centre des debats du Conseil et ont ete abordees dans leur globalite; c) Il n'y a pas eu d'affrontement entre les pays les plus riches et les moins riches de la Communaute mais un examen de leurs preoccupations respectives qui a debouche sur l'affirmation du role que doit jouer la cohesion economique et sociale. d) En matiere de ressources propres, une solution sera adoptee au plus tard a la fin du premier trimestre de 1988, avec application retroactive au 1er janvier de la meme annee; e) Si la solution agri-monetaire n'est pas un "monument de rationalite", du moins n'est-elle adoptee que jusqu'au 1er juillet 1988, avec un reexamen de ce probleme avant cette date, a la lumiere de l'evolution du S.M.E. f) Enfin, un programme de travail precis a ete convenu, qui doit deboucher sur des decisions finales a Copenhague; en fonction de ce programme la Commission deposera, d'ici la fin juillet, trois propositions sur la table du Conseil: - le reglement-cadre pour les fonds structurels - la mise en forme de la discipline budgetaire - la definition de la structure et du volume des ressources propres.
Mr. Delors identified a number of positive factors: a) The European Council had resisted the temptation to confine itself to the short-term. Instead, as the Commission had hoped, discussion had concentrated on medium-term issues. b) The European Council had taken the Commission's proposals as a basis for discussion and had considered them in their entirety. c) There had been no clash between the Community's richer and poorer countries. Instead, each country's concerns had been given a sympathetic hearing and this had led to reaffirmation of the importance of economic and social cohesion. d) A solution on own resources would be adopted by the end of March 1988 and applied from 1 January 1988. e) The agro-monetary solution might not by a "monument to rationality" but it would only apply until 1 July 1988 when the problem would be reconsidered in the light of developments on the EMS. f) Lastly, a precise work programme had been agreed, leading to final decisions in Copenhagen. In line with this programme the Commission would be laying three proposals on the Council's table before the end of July: - the framework regulation on the structural funds; - the arrangements for budgetary discipline; - the formula for the structure and volume of own resources.
