I would like to request that Commissioner Lamy makes an emergency statement to this House as to why he is avoiding parliamentary scrutiny on a paper known as "everything but arms".

Si le Parlement s’oppose à une mesure d’exécution adoptée dans le cadre de la comitologie, la Commission doit alors la retirer, la modifier ou prendre en compte l’objection du Parlement d’une manière ou d’une autre ou se présenter devant cette Assemblée pour faire une déclaration expliquant pourquoi elle agit autrement.
If Parliament objects to an implementing measure adopted under comitology, then the Commission must either withdraw it, amend it or take account of Parliament's objection in some other way, or come before the House to make a statement to explain why it is taking any other course of action.
