Notes that the UNHRC has the potential to develop into a valuable framework for the European Union's multilateral human rights efforts; notes, with concern, the fact that during the last year of activities that new body has not proved its credibility but stresses once again the crucial role of the UNHRC within the overall UN architecture; trusts that the implementation of the Universal Periodic Review mechanism will achieve the first concrete results and improvements; calls on the Council and the Commission closely to monitor this process so as to ensure that it implements United Nations General Assembly Resolution 60/251 of 15 March 2006 on the UNHRC, which is the starting point for the universal periodic review, based on objective and reliable information, of the fulfilment by each State of its human rights obligations and commitments in a manner which ensures universality of coverage and equal treatment with respect to all States; calls on the Council to consult Parliament on this matter;

Croatia has succeeded thanks to three really very good governments – including the Račan and Sanader governments – which have really taken substantial steps forward and also changed their spots when ‘national interests’ were involved. Hence my appeal once again to continue to establish this common ground in Croatia, my appeal to attempt something similar in Macedonia as well, and my appeal to the Presidency to continue what it has been doing in recent weeks, namely making progress for the region as a whole.
La Croatie a réussi grâce à trois gouvernements vraiment très bons – notamment les gouvernements Račan et Sanader – qui ont réellement franchi des pas importants et aussi changé leur façon de voir les choses lorsque des «intérêts nationaux» étaient en jeu. D’où une fois encore mon appel à continuer à établir ce terrain commun en Croatie, mon appel à tenter quelque chose de similaire en Macédoine également et mon appel à la présidence pour qu’elle continue de faire ce qu’elle fait depuis quelques semaines, à savoir assurer des progrès pour la région tout entière.

– (NL) Mr President, first of all, I should like to thank the rapporteur for his important work, because this afternoon and evening have made it once again apparent that it was not easy.
- (NL) Monsieur le Président, je voudrais tout d’abord remercier le rapporteur pour son important travail car, cet après-midi et ce soir, nous avons pu constater une fois encore que ce n’était pas aussi facile.

Lastly, we are seeing once again that, in practice, the Commission is using the concept of status as a lever to grant long-term resident third-country nationals (including refugees as well, for good measure) rights that are virtually equal to those of national citizens.
Enfin, on constate une fois de plus qu'en pratique, la Commission se sert de cette idée de statut comme d'un levier pour donner aux ressortissants de pays tiers en résidence durable (y compris d'ailleurs les réfugiés, pour faire bonne mesure) des droits pratiquement égaux à ceux des citoyens nationaux.

– (DE) Mr President, Commissioner, rapporteur, may I firstly, on behalf of the Group of the European People's Party, thank our rapporteur. Once again he has tabled an excellent report on the external service and I hope, Commissioner, that you will listen to me and Mr Galeote Quecedo and that in the spirit of his report you will be so good as to give clear answers.
