Stresses that the TEN-T programme, through investment in high European added value infrastructures, is essential to raise the competitiveness of the EU as a whole, by removing bottlenecks and building as well as improving trans-border infrastructure, such as rail links, within the internal market; and highlights that, in particular, the improving and upgrading of existing infrastructure projects contribute to more efficient investment by stimulating employment; underlines the role of the TEN-T programme for meeting the adaptation to climate change goal by ensuring the future sustainability of the EU transport networks, achieving economic growth and cohesion objectives and objectives relating to completion of the internal market in the transport sector; calls for adequate funding of the TEN-T Executive Agency to be able to cope with preparatory work for the implementation of the Connecting Europe Facility;
