Stresses that the TEN-T programme, through investment in high European added value infrastructures, is essential to raise the competitiveness of the EU as a whole, by removing bottlenecks and building as well as improving trans-border infrastructure, such as rail links, within the internal market; and highlights that, in particular, the improving and upgrading of existing infrastructure projects contribute to more efficient investment by stimulating employment; underlines the role of the TEN-T programme for meeting the adaptation to climate change goal by ensuring the future sustainability of the EU transport networks, achieving economic growth and cohesion objectives and objectives relating to completion of the internal market in the transport sector; calls for adequate funding of the TEN-T Executive Agency to be able to cope with preparatory work for the implementation of the Connecting Europe Facility;

After careful consideration, the Commission concluded that some actions were no longer feasible (the Communication on the fight against illicit cross-border trafficking in restricted or prohibited goods), or superseded by other actions (this is the case of the proposal for a Directive on improved transport safety and increased security through the creation of an area of police and judicial cooperation on the trans-European transport networks, superseded by the initiative mentioned in paragraph 58 below).

Stresses the European added value of investments in cross-border transport, particularly the TEN-T programme, which improve trans-border and intermodal connections, thus promoting economic development and employment; recalling the traditional under-funding of TEN-T, urges that increased resources be made available for this purpose, including through recourse to alternative sources of financing such as Public Private Partnerships (PPP), earmarking of revenues and other forms of financial instrument; underlines that Cohesion and Regional Funds should be closely linked to TEN-T projects;

(4 c) Given that the number of missing links in sustainable trans-border connections, such as rail, has increased in many regions since the fall of the Iron Curtain, the EU should prioritise the revitalisation of trans-border connections, in particular between and to New Member States, as these projects provide a real European added value while contributing to the protection of the environment, the climate and biodiversity and improving access to the Transeuropean Transport Networks (TEN-T);
