(17) Participation in the Framework Programme within the scope of European integration will be open to Member States, acceding countries, candidate countries and potential candidates benefiting from a pre-accession strategy, in accordance with the general principles and general terms and conditions for the participation of those countries in Union programmes established in the respective Framework Agreements, Association Council Decisions or similar agreements; to EFTA countries which are parties to the EEA Agreement and to countries of the European Neighbourhood area in accordance with the procedures defined with those countries following the framework agreements providing for their participation in European Union programmes.

Sera éligible toute université ou tout institut de recherche à but non lucratif (au sens des règles de participation du 7e programme-cadre) établi(e) dans une région de convergence/en retard de développement (au sens du règlement général pour les Fonds structurels de l’actuelle période de programmation ou de critères similaires pour les pays associés).
