Nous ne partageons pas la méthode selon laquelle dans cette première lecture nous faisons confiance à l'approche du rapporteur, en dépit de ce qui s'est passé encore hier à la commission des budgets, en espérant qu'elle constitue une base pour une négociation effective, entre la première et la seconde lecture, avec le conseil.
We do not agree with the method, which is why, in this first reading, we place our confidence in the rapporteur’s approach, in spite of what happened last night in the Committee on Budgets, in the hope that this will constitute a basis for effective discussion with the Council in-between the first and second readings.
