Stresses the importance of fully respecting the joint statement on a payment plan 2015-2016 agreed between Parliament, Council and Commission, following the shared commitment to reduce the backlog of outstanding payment claims for the 2007-2013 cohesion programmes to around EUR 2 billion by the end of 2016; criticises, in this respect, that the Council's proposed cuts are in direct contradiction with this payment plan; stresses, moreover, the need to avoid any future build-up of such an unsustainable backlog, and calls on the Commission to come up with concrete proposals to that effect; considers, for this reason, that unforeseen payment needs should be financed with fresh appropriations and that the frontloading of EUR 1 billion in 2016 for Greece should, therefore, be financed through the available MFF payments' ceiling; stresses its long-standing position that payments deriving from commitments mobilised under the Flexibility Instrument are counted over and above that ceiling;

Welcomes the fact that the EU Draft Budget reflects the joint statement on a payment plan 2015-2016 agreed between Parliament, the Council and the Commission following the shared diagnosis and commitment entered into by the three institutions to reduce this backlog; recalls that according to Article 310 TFEU, the revenue and expenditure shown in the EU budget shall be in balance; notes that according to the Commission's estimates, the payment appropriations requested in the Draft Budget would bring the backlog of unpaid bills down to a sustainable level of approximately EUR 2 billion; undertakes, consequently, to fully support the Commission proposal, and expects the Council to respect its commitments in this regard;

4. As regards Member States which take the decision referred to in paragraph 3, when the number of owned or leased-in payment entitlements established in accordance with Regulation (EC) No 1782/2003 and with Regulation (EC) No 73/2009 which a farmer holds on the final date for submission of applications to be set in accordance with point (b) of the first subparagraph of Article 78 of Regulation (EU) No 1306/2013 exceeds the number of eligible hectares which the farmer declares in his aid application in accordance with point (a) of the first subparagraph of Article 72(1) of Regulation (EU) No 1306/2013 for 2015, and which are at his disposal on a date fixed by the Member State, which shall be no later than the date fixed in that Member State for amending such an aid application, the number of payment entitlements exceeding the number of eligible hectares shall expire on the latter date.
