Je dois dire que je suis très heureuse que l'on ait apporté dans cette nouvelle version de la loi, présentée à l'origine au cours de la législature précédente, des changements qui donneront plus de flexibilité aux provinces, particulièrement au Québec, qui est un chef de file dans le domaine de la réadaptation et qui, à mon avis, devrait servir de guide aux autres provinces.
I must tell honourable senators that I am extremely pleased that the changes made to this act that was originally introduced in the last Parliament will now allow greater flexibility to provinces, particularly to the Province of Quebec, which has been a leader in rehabilitation programs and which, in my view, all other provinces should be following.
