Taking account of the evolution of terrorist threats to and legal obligations on the Union and Member States under international law, the definition of terrorist offences, of offences related to a terrorist group and of offences related to terrorist activities should be further approximated in all Member States, so that it covers conduct related to, in particular, foreign terrorist fighters and terrorist financing more comprehensively.

While in some Member States, terrorist offences for which training is provided do not include all the offences enumerated in Article 1(1) of FD 2002 (e.g. DE, IT), other Member States go beyond the requirements, by stipulating, for example that training is criminalised also in relation to the financing of terrorism (DK) or when the skills are to be used by a terrorist organisation (CY).

Les autres États membres pourront, dans certains cas, atteindre le même résultat en considérant ces infractions comme des actes de collaboration avec un groupe terroriste ou comme une participation à certaines infractions terroristes, et se conformer ainsi en partie aux obligations découlant de cet article.
The rest of the Member States will be able to achieve, in some cases, similar results by treating these offences as acts of collaboration with a terrorist group or as participation in specific terrorist offences, thus partially complying with the obligations under this Article.

[17] 7 Framework Decision 2002/475/JHA creates offences of directing a terrorist group and of different forms of participation in the activities of a terrorist group (by supplying information or material resources, or by funding its activities in any way, with knowledge of the fact that such participation will contribute to the criminal activities of the terrorist group), and provides also for inciting, aiding or abetting, and in most cases attempting these offences.
