Mr. Gilles Duceppe: Mr. Speaker, there is a very specific context for today's motion; for the first time in three decades the federal government has a surplus—I shall return to this point shortly—at the very same time as all the provinces, and more specifically all the people in Quebec and in Canada, are faced with serious problems in the health area.

Recently, on the occasion of the hearings of the CRTC for the renewal of the licence of the national broadcaster — of course the CRTC is not at liberty not to renew, because the corporation was created by law — thousands of French-speaking Canadians complained to the CRTC that it has taken a view of the world that only what goes on in their own province is covered by Radio- Canada for their province, and they are not allowed to be on the national news in the evening, at nine o'clock or ten o'clock.

Is deeply concerned that, despite the payment implementation level being 99% at the end of 2012, the stock of outstanding commitments (RALs, or restes à liquider) has increased over the past year by 10 billion to now reach the unprecedented level of 217.3 billion; expects that the level of RAL might even be higher by the end of 2013; warns against applying the automatic de-commitment rule too rigorously as a way of solving the RAL problem as this would run counter to the Compact for Growth and Jobs agreed by the European Council in 2012; considers that this year interinstitutional meetings on payments should closely examine the difference between commitment and payment appropriations, establish a dialogue with the Commission in order to fully clarify the composition of RAL and assess whether the current peak in RAL is primarily due to the economic crisis or whether it indicates wider structural problems; in the event of the latter conclusion, calls on the institutions to work together and adopt an appropriate plan of action in order to address the issue of the unprecedented level of RAL during the next MFF; insists that the Council refrain from deciding a priori the level of payments, without taking account of actual needs and legal obligations; notes further that accruing RAL actually undermines a transparent EU budget in which the relation between commitments and payments in any specific budgetary year is clearly visible;

Reiterates its position that the drop in public investment, disintegration of crucial public services are the consequence of the austerity policies of the EU and the members states; insists that this trend has to be reversed and firmly believes that the reinforcement of investments have to be guaranteed at EU and national level; takes the view that an agreement has to be found for a revision of the MFF, if it is to accommodate the additional financing needs of ITER; emphasises that the financing of ITER must not jeopardise the delivery of the multiannual research and development programs nor the financing of actions aiming at tackling the effects of the crisis and promotion of growth and employment, namely of the youth;

Supports the Commission's proposal that the N+2 and N+3 rules should, in certain situations, be applied systematically, possibly at the level of Member States' allocations, in order to provide greater flexibility, except in the first year of funding and except for cross-border programmes, and that any other derogations from the automatic decommitment rule should only reflect an adaptation to the administrative burdens imposed by new provisions related to strategic programming, results-based orientation and ex ante conditionality; supports, indeed, the application of an N+3 rule in the case of cross-border programmes, in order to take account of the slower administrative processes resulting from the linguistic and cultural challenges they face; considers this will guarantee that a balance is struck between high-quality investment and smooth and speedy programme implementation;
