I share the opinion of the vast majority of my colleagues who deplore the absence of a general strategy for setting up agencies in the European Union. It has become urgent and necessary for the Council and the Commission to work together with Parliament in order to establish a clear, common and coherent framework concerning the place given to the agencies in the future within the scope of European governance, its being necessary to set up parliamentary control over the constitution and operation of the regulatory agencies.
