(19) La production laitière et l'élevage bovin constituant le pilier de l'économie agricole de l'archipel des Açores, le soutien à ce secteur devrait prendre en considération l'importance primordiale que revêt, sur le plan économique ainsi que sur le plan social, notamment pour les petits producteurs, cette activité; pour assurer le maintien des activités économiques traditionnelles de ce secteur, il est prévu de poursuivre l'octroi d'un complément d'aide à la prime à la vache allaitante, et d'une aide à la vache laitière dans une limite maximale en rapport avec le quota disponible localement; il convient d'instaurer un complément d'aide à l'abattage et une aide pour l'écoulement des bovins mâles excédentaires qui ne trouvent pas de débouchés normaux dans l'archipel et qui doivent être expédiés sur le reste de la Communauté avec de surcoûts d'acheminement importants vu la situation géographique exceptionnelle de la région; un programme global de soutien des activités locales dans les secteurs de l'élevage et des produits laitiers devrait permettre aux filières de définir et mettre en place des stratégies adaptées aux contextes locaux de développement économique, d'aménagement spatial de la production et de professionnalisation des acteurs, pour permettre une mobilisation pertinente du soutien communautaire.
(19) Milk production and cattle farming are the mainstay of the agricultural economy of the Azores, and support for the sector should take account of the crucial importance of these activities in both social and economic terms, especially for small farmers. To ensure the survival of traditional activity in this sector, the suckler cow premium and the aid for dairy cows should continue to be supplemented, within the limit of the available local quota. A supplement to the slaughter premium should be introduced and aid granted for the disposal of surplus male bovines for which no normal outlets can be found in the islands and which must be shipped to the rest of the Community at considerable additional cost, given the particular geographical situation of the region. To ensure that Community support can be mobilised effectively, a comprehensive programme to support local activities in the livestock and milk products sectors should enable the sectors concerned to define and implement strategies tailored to the local context for economic development, spatial organisation of production and increasing the professionalism of producers.
