Proposes that, in the sphere of housing, architectural and other environmental considerations and measures must be taken into account in order to hasten a positive shift from ‘design for special needs’ to ’integral and inclusive design for all citizens’; notes at the same time, however, that the objective of ensuring unimpeded access and the adjustments necessary to achieve this should not be of an architectural nature alone, and that universal design intended in particular to cater for the basic daily needs of women with disabilities should be a firm objective and a reality; stresses the need to guarantee women with disabilities joint or individual access to social housing schemes and to provide them with grants for the removal of obstacles to their mobility within the home, a facility which should also be extended to those living in rented accommodation; reiterates, therefore, the importance of ensuring that people with disabilities have greater access to decent living conditions, whether this be in terms of housing, mobility, access to public and social services, or participation in public life;

12. relève que, à la lumière des débats qui se sont tenus au Parlement, les chefs d'État et de gouvernement de la zone euro sont convenus, lors de leur réunion du 11 mars 2011, dans le cadre du pacte pour l'euro, que la Commission devrait jouer un rôle central fort dans le suivi de la mise en œuvre des différents engagements, notamment afin de garantir que ces mesures sont compatibles avec les règles de l'Union et avec l'implication du Parlement et qu'elles y sont favorables; fait observer que, lors de leur examen de l'architecture générale du mécanisme européen de stabilité, ils se sont mis d'accord sur le fait qu'une assistance fournie à un État membre dont la monnaie est l'euro se fondera sur un programme exigeant d'ajustement économique et budgétaire et sur une analyse rigoureuse du caractère soutenable de la dette, réalisée par la Commission et le Fonds monétaire international (FMI), en liaison avec la BCE;

Notes that, in the light of the discussions in Parliament, the Heads of State and Government of the euro area agreed at their meeting of 11 March 2011, in the context of the pact for the euro, that the Commission should play a strong central role in the monitoring of the implementation of the commitments, in particular so as to ensure that measures are compatible with, and supportive of, the EU rules and the involvement of Parliament; notes that, in their consideration of the general features for the European stability mechanism, they agreed that assistance provided to a Member State whose currency is the euro will be based on a stringent programme of economic and fiscal adjustment and on a rigorous debt sustainability analysis conducted by the Commission and the International Monetary Fund (IMF), in liaison with the ECB;

Given that the starting of fires and the increase in their frequency are by nature environmental offences, calls on the Commission to study and propose to the Council and the European Parliament ways of implementing coercive measures which will discourage negligence and deliberate action in the starting of fires;
