Our working method has been visible and transparent. We have fully involved the European Parliament representatives in the work of the IGC, going beyond what was done in previous Intergovernmental Conferences, and we have ensured that all the documents presented during the negotiations were made fully public and available for consultation.

On the other hand, as regards the discussion concerning the work of the Intergovernmental Conference, I take this opportunity, which will be the last opportunity for me as representative of the current Presidency of the European Union to address Parliament, to thank the House, to thank all of you for the contribution you have made to the work and the endeavours of the Italian Presidency, a fundamental contribution, containing, of course, a great deal of criticism and many suggestions, but also, I acknowledge, many appreciative comments, which always give much pleasure and help to lighten the sometimes heavy burdens of an overfull schedule we have to bear on some occasions.
Par contre, en ce qui concerne le discours sur les travaux de la Conférence intergouvernementale, je profite de cette occasion, qui est pour moi la dernière en tant que représentant de la présidence tournante de l’Union européenne, de pouvoir m’adresser au Parlement, pour remercier le Parlement, vous remercier tous pour la contribution que vous avez voulu donner aux travaux et à l’engagement de la présidence italienne, une contribution fondamentale, certainement riche de critiques, de suggestions, mais également, je l’admets, de certaines appréciations qui font toujours très plaisir et qui contribuent à alléger la lourde tâche découlant d’un agenda parfois trop rempli.

Progress has certainly been made by comparison with the previous Intergovernmental Conference, but the most worrying aspect is that the Council had on the table a proposal which would give the European Parliament a greater role, a proposal which would grant it a role similar to the one the Commission will have in these negotiations, and it did not approve this proposal. As we know, this is the fundamental problem, because it concerns the very nature of the European Parliament. This is not a parliament that functions within the normal constitutional systems of our countries.
Bien sûr, il y a eu des progrès par rapport à la conférence intergouvernementale précédente, mais il est préoccupant de voir que, confronté à une proposition qui aurait donné plus d'importance au Parlement européen, qui lui aurait reconnu une place identique à celle de la Commission dans ces négociations, le Conseil ne l'a pas adoptée. Nous savons que c'est là le problème essentiel, parce que c'est un problème qui concerne la nature du Parlement européen, parce qu'il ne s'agit pas d'un parlement qui fonctionne dans les systèmes constitutionnels normaux de nos pays.
