The Council has repeatedly – in particular in the statement by the EU Presidency on the parliamentary elections in Azerbaijan dated 7 November 2005 – expressed its disappointment at the assessment of the Office for Democratic Institutions and Human Rights (ODIHR) that in spite of some progress compared with previous elections the 6 November 2005 parliamentary elections fell short of many OSCE obligations and Council of Europe obligations and standards with regard to democratic elections.

18. Reiterates, in line with the findings of the EU Election Observation Mission to the presidential elections of 2014, that the elections fell short of applicable international standards and did not fully respect the fundamental rights set out in the newly adopted Constitution, as there were, notably, limits to freedom of expression and assembly and insufficient regulation of campaign financing, the right to stand and the right to vote; calls on the Egyptian Government to address the shortcomings in the presidential elections in the preparations for the parliamentary elections announced for 21 March and 25 April 2015; notes that in the current circumstances it would not be opportune to send an Election Observation Mission, as this could seriously undermine the credibility of the election observation instrument;
18. rappelle, conformément aux conclusions de la mission d'observation électorale de l'Union lors du scrutin présidentiel de 2014, que ces élections n'avaient pas satisfait aux normes internationales applicables et n'avaient pas respecté les droits fondamentaux exposés dans la Constitution, récemment adoptée, en raison, notamment, des restrictions imposées à la liberté d'expression et de réunion, et d'une réglementation insuffisante en ce qui concerne le financement de la campagne électorale ainsi que le droit de se présenter et de voter; demande au gouvernement égyptien de remédier aux failles décelées lors des élections présidentielles dans la préparation des élections législatives annoncées pour le 21 mars et le 25 avril 2015; relève que dans les circonstances actuelles, il ne serait pas opportun d'envoyer une mission d'observation des élections, puisque cela risquerait de nuire gravement à la crédibilité de l'instrument d'observation électorale;
