Les résultats de l'évaluation des experts concernant les avantages des restrictions ont été très peu concluants; les parties intéressées qui ont réagi à cette évaluation (Royaume-uni, Allemagne et conseil consultatif régional de la mer du Nord) se sont toutefois prononcées pour le maintien du cantonnement des Shetland en attendant une évaluation plus approfondie.
While the results of the experts’ evaluation of the benefits of the restrictions were largely inconclusive, the stakeholders who responded to it, (the UK, Germany and the North Sea Regional Advisory Council), wanted to see the Shetland Box retained pending further assessment.

Compte tenu de ces éléments, la Commission considère qu'il convient de maintenir le cantonnement des Shetland pour une durée de trois ans supplémentaires au cours de laquelle seront réalisées des évaluations plus approfondies.

Dans le même esprit et de façon plus particulière, en réponse aux principes établis par le règlement nº (CEE) 170/83, il est suggéré de maintenir : - le principe de la stabilité relative des activités de pêche sans pour autant entraver les ajustements répondant aux changement qui sont intervenus depuis l'établissement de la clé de répartition, notamment afin de rationaliser les pêcheries; - le régime dérogatoire à la liberté d'accès dans la bande des 12 milles; - le régime actuel prévu pour le "Shetland area", sans pour autant exclure la possiblité d'étendre cette notion à d'autres régions dans les conditions actuelles, en tant que cantonnement et comme outil performant de régulation de l'accès aux ressources.
In the same spirit but more particularly, the Commission proposes, in response to the principles established by Regulation (EEC) No 170/83, to maintain : - the principle of relative stability of fishing activities, without, however, hampering any adjustments in response to changes since the introduction of the allocation key, in order to rationalize fisheries; - the system derogating from free access to the 12 mile zone; - the present arrangements for the Shetland area, without ruling out the possibility of extending the concept to other regions under current conditions, both as a box and as an efficient instrument for regulating access to resources.
