D. considérant que Bachar el-Assad n'a jamais tenu ses nombreuses promesses de réforme et d'amnistie et que le régime a perdu toute crédibilité, ce qui a conduit la communauté internationale à réclamer à plusieurs reprises la démission du président syrien; considérant que le gouvernement syrien se sert de la Cour suprême de sûreté de l'État, juridiction d'exception ne relevant pas du système de justice pénale ordinaire, pour juger des activistes politiques et des militants des droits de l'homme; considérant que les violences s'accompagnent d'actions fomentées par le régime et ses partisans pour aggraver les tensions confessionnelles et attiser les conflits interethniques et religieux;
D. whereas the numerous promises of reforms and amnesties by President Bashar al-Assad have never been put into practice and the regime has lost all credibility, which has lead to widespread calls in the international community for the President to resign; whereas the Syrian Government uses the Supreme State Security Court (SSSC), a special court that remains outside the ordinary criminal justice system, to try political activists and human rights defenders; whereas the violence is accompanied by actions by the regime and its supporters aimed at increasing sectarian tensions and inciting inter-ethnic and inter-confessional conflict in the country;

Calls for the stepping down of Bashar al Assad whose regime has failed to meet its responsibility to protect its population according to the International Law and lost any legitimacy; recalls the main findings of the report of the UN Independent Commission of Inquiry on Syria which stated that crimes against humanity may have been committed in the country; takes the view that clear mechanisms for accountability must be at the heart of the UNSC’s efforts to end the Syrian crisis while endorsing once again the call by UN Human Rights Commissioner for referring Syria to the ICC with the aim to conduct independent and impartial investigations into the events in Syria, to hold account all suspected perpetrators of such grave crimes and to avoid more victims; urges at the same time the UNSC to put in place an UN arms embargo against the Syrian regime;

I move: That the House continue to support measures which: (a) condemn the brutal massacre of Syrian civilians by government forces in clear violation of earlier commitments; (b) call for an immediate end to the violence, especially the attacks on civilians; (c) support the Joint Special Envoy of the United Nations and Arab League efforts to establish a ceasefire and implement the six-point peace plan; (d) call for unrestricted access to the country for the international media; (e) support the government's decision to expel Syrian diplomats in protest to the latest atrocities in Syria; (f) call on the international community to speak with one voice in clearly and categorically condemning the violence and working to bring about a complete cessation of hostilities; (g) urge the leadership of China and Russia to play an active and decisive role in achieving an effective ceasefire that saves the lives of innocent civilians, as well as negotiating a road map to reforms that respond to the democratic aspirations of the Syrian people; (h) increase Canada's humanitarian aid to refugees and to internally displaced persons fleeing violence in Syria; and finally, (i) stand in solidarity with those who aspire for peace, democratic governance and the protection of human rights.
