In the motion I put forward, I wanted to ask Canadians how they would like to see their voting system changed.

It is one thing to ask ordinary Canadians and Canadian groups for their input but, in order to frame the discussion properly, the minister should have explained what changes the government was proposing to make to the EI system and asked all Canadian premiers what they thought of them.
