Secondly, I shall take advantage of your question to point out again – you may like it or you may not, you may have an opinion or not, but as this is an open debate I am going to say it anyway – that what the Commission is trying to do at present by way of the economic partnership agreements that we are currently attempting to conclude with various regions in the developing world is essentially aimed at generating a certain dynamic process and developing a private sector that will be capable of supporting employment, creating wealth and prosperity and, especially, ensuring that the developing countries are gradually able to open up their markets in order to take advantage of the most positive effects – and I know only too well that there are not just positive effects – of globalisation.

De concert avec les ministres de l'Éducation, je vais ouvrir, plus que par le passé, les cadres des programmes Socrates et Leonardo da Vinci à l'enseignement des langues, puis je vais présenter un rapport sur la mise en œuvre très concrète, sur le terrain, des nombreux enseignements - et ce n'est pas terminé, parce que l'année n'est pas terminée et que beaucoup de projets continuent encore - que nous avons reçus des citoyens, et dans ce sens-là, lorsque je parle des enseignements que nous avons reçus des citoyens, je pense à toute la panoplie linguistique que nous avons en Europe, pas seulement aux 11 langues officielles, mais aux quelque soixante langues qui sont parlées par les citoyens européens.
In concert with the Ministers for Education, I shall be making the frameworks of the Socrates and Leonardo da Vinci programmes more open to language teaching than has been the case in the past, and then I shall be presenting a report on the very practical way we have been implementing on the ground, and that is not all, because the year is not yet over and many projects are still underway, the lessons we have learned from the public. In this sense, when I talk about lessons that we have learned from the public, I am thinking of the entire linguistic panoply that we have in Europe, not only the 11 official languages, but also the sixty-odd languages spoken by Europe’s citizens.
