I. whereas the right of Palestinians to self-determination and to have their own state is unquestionable, as is the right of Israel to exist within safe borders; whereas, in its resolution of 29 September 2011 on the situation in Palestine, Parliament supported and called on Member States to be united in addressing the legitimate demand of the Palestinians to be represented as a state at the United Nations; whereas, in its same resolution, it called on the international community, including the EU and its Member States, to reconfirm its strong commitment to the security of the State of Israel;

L. considérant que, même si la convention de 1951 et son protocole de 1967 constituent la pierre angulaire du régime de protection internationale pour les réfugiés, cette convention ne saurait suffire en soi; que c'est la raison pour laquelle le programme de protection, s'appuyant sur cette convention, ambitionne d'aller plus loin en adaptant et en renforçant le régime de protection internationale, en garantissant une solidarité accrue, en complétant la gestion des flux liés à l'asile au travers d'instruments ou de stratégies actualisés, en relevant le défi que pose à ce jour une bonne gouvernance du problème des réfugiés à l'échelle mondiale, en tenant compte des difficultés posées par l'application des normes de protection internationale dans un contexte marqué par l'existence de flux migratoires mixtes, et alors même que des millions de personnes se voient contraintes à l'exil pour échapper à des persécutions ou à des dangers,
L. whereas, although the 1951 Convention and its Protocol of 1967 are the cornerstone of the system of international protection for refugees, the Convention by itself is not enough, and hence the Agenda for Protection aims to ensure progress on the basis of the Convention, by adapting and reinforcing the system of international protection, guaranteeing greater solidarity and supplementing the management of asylum flows with more modern instruments or policies in response to the challenges currently encountered in any attempt to address the refugee problem satisfactorily on a worldwide basis, in the face of the problems involved in applying international protection provisions in situations where there are mixed migration flows and millions of people are obliged to live in exile in order to seek protection from persecution and danger,
