3. In cases where Article 18 of the SSM Regulation or Part X of this Regulation provides for the relevant NCA to address a decision to a significant supervised entity or significant supervised group, an NCA in close cooperation shall initiate proceedings with a view to taking action to ensure that appropriate administrative penalties are imposed only on the ECB’s instructions.

Agrees with the principle that verbatim reports of proceedings in plenary should be published as a multi-lingual document in which the statements of the speakers only appear in the original language, on the understanding that filmed versions of the debates, together with live interpretation into all the official languages, be made available free of charge to the general public on demand on an appropriate technical platform and that only the original text is authoritative, given that, legally, interpretation is not an oral translation; is of the opinion that Members must be entitled to have access to extracts of debates translated into their language, with the possibility of downloading those extracts, and that without delay; is of the opinion also that provision must be made to keep a digital and searchable archive; requests the Secretary-General to draw up a formal proposal implementing that decision of principle, which would include anti-abuse clauses and identify, if indicated, potential changes to the Rules of Procedure (such as Rule 173) and to other internal rules which are necessary to put the proposed new approach into practice;

Au sens du présent règlement, on entend par produits laitiers les produits dérivés exclusivement du lait, étant entendu que des substances nécessaires pour leur fabrication peuvent être ajoutées, pourvu que ces substances ne soient pas utilisées en vue de remplacer, en tout ou partie, l'un quelconque des constituants du lait.Sont réservées uniquement aux produits laitiers:- les dénominations figurant à l'annexe,-les dénominations au sens de l'article 5 de la directive 79/112/CEE du Conseil, du 18 décembre 1978, relative au rapprochement des législations des États membres concernant l'étiquetage et la présentation des denrées alimentaires destinées au consommateur final ainsi que la publicité faite à leur égard (3), modifiée en dernier lieu par la directive 85/7/CEE (4), effectivement utilisées pour des produits laitiers.
2. For the purposes of this Regulation, 'milk products' shall mean products derived exclusively from milk, on the understanding that substances necessary for their manufacture may be added provided that those substances are not used for the purpose of replacing, in whole or in part, any milk constituent.The following shall be reserved exclusively for milk products:- the designations listed in the Annex hereto,-designations or names within the meaning of Article 5 of Council Directive 79/112/EEC of 18 December 1978 on the approximation of the laws of the Member States relating to the labelling, presentation and advertising of foodstuffs for sale to the ultimate consumer (3), as last amended by Directive 85/7/EEC (4), actually used for milk products.
