The rapporteur is of the opinion that these two elements cannot be seperated from the debate on the other financial issues discussed in the framework on the chapters on agriculture, structural funds and budgetary issues, as they will add up to € 325 million in 2004 - with a share of about 28% of the estimated costs for the new Member States under heading 3 in 2004, though declining in the following years.
