Although there is less scope to increase the allowances for road crossings due to the risk of significant loss to the tax base of those Member States which have land borders with jurisdictions outside the EU e.g. the Baltic states, Poland, Slovakia and Hungary, nevertheless if a significantly higher threshold is adopted for sea and air travel then it would be appropriate to marginally increase the land crossing value above the Commission proposal.

The Commission shall ensure that the amount of financial support granted for an action is reduced, suspended or recovered if it finds irregularities, including non-compliance with the provisions of this Decision or the individual decision or the contract or agreement granting the financial support in question, or if it transpires that, without Commission approval having been sought, the action has been subjected to a change which conflicts with the nature or implementing conditions of the project.

Believes that the introduction of a more risk-sensitive regulatory capital regime means that other risks will have to be considered more closely, as the capital buffers which exist in current capital charges may be reduced; while a sensibly constructed charge to cover “other risks” could play a role in encouraging prudent risk management, techniques for assessing such risks are still in their infancy; until an accurate method of measuring “other risks” can be developed, regulation of such risks should continue to be carried out qualitatively, through prudential supervision, rather than quantitatively, through new charges;
