(Return tabled) Question No. 1307 Ms. Kirsty Duncan: With regard to Canada's submission under the Convention on the Law of the Sea: (a) what is the precise extent that will be included in the claim and what scientific research supports that claim; (b) does the government anticipate that Canada's submission will overlap with claims of other nations, (i) if so, has Canada begun consultation with other nations with which its submission may overlap, (ii) which countries has Canada consulted, (iii) what were the dates of those consultations, (iv) what briefings were prepared for those consultations, (v) what briefings were prepared for the Minister responsible after the consultations; (c) which department is the lead agency on Canada’s submission and which other departments are involved; (d) who are the external researchers and institutions involved in Canada’s submission; (e) how much money has been allocated for Canada’s submission and how much of that money has been spent to date; and (f) regarding any Requests for Proposals for research in support of Canada’s submission, (i) what was the process, (ii) what are the milestones, (iii) what reporting has been done so far, (iv) what oversight is in place?

The Council adopted the solutions prepared by the Permanent Representatives Committee and the Special Committee on Agriculture on certain points raised at the meeting on 26 February 1996, namely: - the therapeutic use of beta-agonists for cows when calving: this will be allowed provided that it is administered by a veterinarian in the form of an injection, while the holding by the farmer of beta-agonist substances which can be used to treat tocolysis in cows will be prohibited; - the question of reviewing the "prohibition" proposal: a Commission statement will be entered in the Council minutes whereby the Commission undertakes to keep under review all developments in relation to the scientific and other aspects of the use of substances in beef and veal production, and to report to the Council on any necessary amendments to the Directives adopted; - the financing of reinforced monitoring measures, particularly on the farm: the Council, acting on a proposal from the Commission, undertakes to amend Directive 85/73/EEC in order to provide for the charging of a fee to cover monitoring carried out pursuant to the Directive.
