4. In the case of allocation from the special reserve pursuant to Article 3f of Directive 2003/87/EC, the resulting final amount of aviation allowances allocated free of charge to the aircraft operator for the whole trading period, entered into the EUTL in accordance with Article 54(2) of this Regulation, shall be automatically transferred from the EU Special Reserve Account to the EU Aviation Allocation Account.

4. In the case of allocation to new entrants or allocation to new entrants following a significant capacity extension pursuant to Articles 19 and 20 of Decision 2011/278/EU, the resulting final amount of allowances allocated free of charge to the operator for the whole trading period, which is entered into the EUTL in accordance with Article 51(2) of this Regulation, shall be transferred by the central administrator from the EU New Entrant Reserve Account to the EU Allocation Account.

5. La quantité annuelle finale de quotas d’émission alloués à titre gratuit correspond à la quantité annuelle totale provisoire de quotas d’émission alloués à titre gratuit à chaque installation, déterminée conformément au paragraphe 3 du présent article, ajustée chaque année au moyen du facteur de réduction linéaire visé à l’article 10 bis, paragraphe 7, de la directive 2003/87/CE, en utilisant comme référence la quantité annuelle totale provisoire de quotas d’émission alloués à titre gratuit à l’installation concernée pour l’année 2013.
5. The final annual amount of emission allowances allocated free of charge shall correspond to the preliminary total annual amount of emission allowances allocated free of charge for each installation determined in accordance with paragraph 3 of this Article annually adjusted by the linear reduction factor referred to in Article 10a(7) of Directive 2003/87/EC, using the preliminary total annual amount of emission allowances allocated free of charge for the installation concerned for 2013 as a reference.

4. Si la Commission ne rejette pas l’inscription d’une installation sur cette liste, y compris les quantités annuelles totales provisoires correspondantes de quotas d’émission alloués à titre gratuit à cette installation, l’État membre concerné procède à la détermination de la quantité annuelle finale de quotas d’émission alloués à titre gratuit pour chaque année durant la période 2013-2020, conformément à l’article 10, paragraphe 9, de la présente décision.
4. If the Commission does not reject an installation’s inscription on this list, including the corresponding preliminary total annual amounts of emission allowances allocated free of charge for this installation, the Member State concerned shall proceed to the determination of the final annual amount of emission allowances allocated free of charge for each year over the period from 2013 to 2020 in accordance with Article 10(9) of this Decision.
