There are some sections of the project which require investigation of their future financing requirements. These include: o the link between the two main stations in Dublin; o the Belfast - Larne section; o requirements for rolling stock; o access to ports in Dublin and Belfast; o rail freight requirements in Northern Ireland; o requirements for station upgrading and the possible role of private sector financing; - feasibility studies will be undertaken of the "peace effect" in Northern Ireland on future traffic on the whole corridor and in particular on the Dublin - Belfast section; - further studies might also be required for parts of the corridor in Northern Ireland and the possibility of adding of the Dublin - Rosslare section to the corridor; - the Cohesion Fund, the ERDF, DG VII, the EIB and the private banks represented at the seminar have undertaken to examine further financing possibilities for the missing sections or additional work to be undertaken on the corridor; - the industry and business groups represented at the seminar emphasised the importance of road transport on the Cork - Dublin - Belfast corridor.

The main elements of the proposed Regulation are as follows: (i) Priority will be given to use of the aid to finance or part-finance cooperation projects or operations aimed at economic modernization and development in Hungary and Poland (ii) The cooperation projects or operations will cover agriculture, industry, investment, energy, training, protection of the environment, trade and services; they must benefit the private sector in particular in Hungary and Poland (iii) Aid will be granted by the Community either autonomously or with co-financing from the Member States, non-member countries or multilateral organizations (iv) The selection of operations to be financed will be made in line with the preferences and wishes expressed by Poland and Hungary (v) An Advisory Committee comprising representatives of the Member States and chaired by a Commission representative will be set up to advise on the various aid operations planned (vi) From 1990 the Commission will draw up each year a report on the implementation of cooperation operations.
