6. Expresses its deep concern about the new draft law on NGOs sent by President Morsi to the Shoura Council on 29 May 2013, as the adoption of this law, in its current shape, would be another step towards increased government control and repression of international and domestic NGOs in Egypt; urges the Egyptian government to support the emergence of an independent, free and vivid civil society in the country, which is essential to deep and sustainable democracy, and to propose a new draft law on NGOs, to be elaborated in full cooperation with Egyptian civil society actors, which fully complies with the country’s international commitments and obligations, and follows international standards; is of the opinion that such a new law should be adopted by the new parliament to be elected democratically in free and fair elections;

F. considérant que la loi égyptienne n° 84/2002, qui régit le fonctionnement et les activités des ONG, adoptée sous le régime de l'ancien président Moubarak, continue à être utilisée contre les organisations de la société civile en Égypte; que les attaques contre les bureaux des ONG et les jugements contre les employés de celles-ci font clairement ressortir l'urgence d'adopter une nouvelle loi et de nouvelles règles protégeant et encourageant les activités de la société civile dans le pays; que le président Morsi a envoyé le 29 mai 2013 au conseil de la Choura un nouveau projet de loi relatif aux ONG qui a suscité une vague de critiques; que cette loi, si elle était adoptée sous sa forme actuelle, renforcerait encore et institutionnaliserait le contrôle étatique sur la société civile en donnant des pouvoirs excessifs au gouvernement; que toute nouvelle loi sur les ONG devrait être élaborée en coopérant pleinement avec les acteurs de la société civile égyptienne, dans le plein respect des engagements et obligations du pays sur le plan international et en conformité avec les normes internationales;
F. whereas Egyptian Law 84/2002 regulating the functioning and activities of NGOs, adopted under the regime of former President Mubarak, continues to be used against civil society organisations in Egypt; whereas the raids on NGO offices, and the court sentences against NGO workers, are clear indications of an urgent need to adopt a new law and new regulations protecting and encouraging civil society activities in the country; whereas, on 29 May 2013, President Morsi sent to the Shoura Council a new draft law on NGOs that has provoked widespread criticism; whereas this law, if adopted in its current shape, would further strengthen and institutionalise state control over civil society by giving excessive powers to the government; whereas any new law on NGOs should be drafted in full cooperation with Egyptian civil society actors, must fully comply with the country’s international commitments and obligations, and should follow international standards;

19. fait part de ses préoccupations concernant l'insécurité juridique et politique relative à l'autonomie de la Voïvodine et à l'intensification des tensions politiques entre les autorités centrales et provinciales suite à l'intention manifestée par l'assemblée de la Voïvodine d'adopter une déclaration sur l'autonomie de la province; demande au gouvernement serbe de restaurer le statu quo ante en abrogeant les mesures de centralisation et d'entamer immédiatement les négociations avec le gouvernement de la province autonome afin de parvenir à des solutions qui respectent les principes de l'état de droit et de la subsidiarité; rappelle aux parties que, conformément à la constitution, la loi sur le financement de la province autonome devrait avoir été adoptée à la fin de l'année 2008 au plus tard; incite dès lors le gouvernement à élaborer un projet de loi et à le soumettre sans plus tarder au Parlement, étant donné que cette loi est indispensable au bon fonctionnement de la démocratie et de l'état de droit en Serbie;
19. Is concerned about the legal and political uncertainty regarding the autonomy of Vojvodina and the rising political tensions between the central and the provincial authorities following the intention of the Vojvodina Assembly to pass a declaration on the province’s autonomy; calls on the Serbian Government to restore the status quo ante and abjure centralising measures and to start immediate negotiations with the government of the Autonomous Province in order to find solutions which respect the principles of rule of law and subsidiarity; reminds the parties that according to the Constitution the law on financing of the Autonomous Province should have been adopted by the end of 2008; thus encourages the Government to draft such a law and submit it to the Parliament without further delay, since this is indispensable for the functioning of democracy and the rule of law in Serbia;

T. whereas the Member States and the Commission should introduce a ‘Single Market test’ at national level with the aim of assessing whether any new national legislation may have a negative impact on the effective functioning of the Single Market; whereas the Commission should consider the feasibility of a notification system for draft national laws that may have a negative impact on the functioning of the Single Market, thus supplementing the procedure laid down in Directive 98/34/EC to create a horizontal instrument, to strengthen its preventive nature when the Commission puts forward a detailed opinion on a draft law and to ensure its application in order to remedy the unsatisfactory application of Union legislation at local level;

Aussi, le projet de «loi sur les petites entreprises» fondé sur le principe du «penser d'abord petit» et d'amélioration de l'environnement fiscal devrait apporter une réponse appropriée à ce problème.
The initiative of the Small Business Act, based on the principle of "think small first", and improvement of the tax environment should provide an appropriate response to this problem.

L’équilibre géographique entre les projets devrait aussi être pris en compte comme élément essentiel, afin de garantir l’impact du présent règlement sur la relance économique dans toute l’Union, et pour tenir compte du fait que, dans certains États membres, les projets n’ont pas été financés, ou l’ont été en partie seulement, au titre du chapitre II du règlement (CE) no 663/2009.
The geographical balance of the projects should also be taken into account as an essential element, to ensure the impact of this Regulation on economic recovery throughout the Union, and in recognition of the fact that in some Member States, projects have not or have only partially been financed under Chapter II of Regulation (EC) No 663/2009.
