Commends the Ombudsman for his work in promoting human rights, his openness towards vulnerable people and his cooperation with civil society organisations; deplores the fact that the Ombudsman’s annual and special reports have not been debated in the Parliament, and therefore cannot be published and are not officially acknowledged; urges the Government and the Parliament to improve cooperation with the office of the Ombudsman; deplores the fact that, so far, the Ombudsman has not regularly been informed or consulted by the Government in a timely manner on relevant draft legislation; notes with concern that the budget allocated to the Ombudsman’s office remains insufficient and has been further reduced; underlines the fact that the institution needs further financial and political support from both the Parliament and the Government in order to continue carrying out its duties; calls for a broad awareness campaign to highlight the role and importance of the institution;

En ce qui concerne la loi adoptée le 22 juillet 2016, la Commission considère que, même si certaines améliorations ont été apportées par rapport à la loi de modification adoptée le 22 décembre 2015 et que certains problèmes ont été réglés, un certain nombre de préoccupations importantes déjà évoquées demeurent et de nouvelles dispositions problématiques ont été introduites (voir ci-dessus).
As regards the law adopted on 22 July 2016, the Commission considers that even if certain improvements can be noted as compared to the amending Act adopted on 22 December 2015, and certain concerns have been addressed, a number of important concerns raised already remain and a number of new provisions raising concern have been introduced (see above).

Welcomes further good progress in adopting anti-corruption legislation, in particular the new public procurement law, the law on the financing of political parties and the amendments to the law on conflict of interest; notes, however, that the new public procurement law may be more restrictive than previous legislation and might therefore discourage reporting on corruption; is concerned about the strong role of representatives of political parties in the Commission for the Prevention of Conflict of Interest, which is responsible for implementing the new amendments to the law on conflict of interest; is of the view that the current draft law on the free access to information may restrict access to information and, by doing so, may reduce the ability of civil society organisations and the media to reveal corruption cases; notes that corruption is still prevalent in many areas, continues to be an issue of particular concern and can also cause significant costs to public finances;
