First of all, as the standing rapporteur on monitoring subsidiarity and proportionality, I can tell you that it is certainly of vital importance that our national parliaments play their right part in our process of lawmaking here, but without adequate interpretation facilities, that part of our job is not done to the best of our abilities.

Aujourd'hui, on peut dire que, avec l'accord entre les institutions sur les agences – en commençant avec la présidence allemande et en se terminant avec la présidence portugaise – et grâce au travail exceptionnel effectué par notre rapporteur permanent, Jutta Haug, le développement des agences a été solidement rétabli de sorte que, à l'avenir, aucune agence ne sera mise sur pied sans les analyses adéquates coût-avantage et sans préciser si elles apportent une valeur supplémentaire ou non.
Today we can say that, with the agreement between the institutions on the agencies – starting with the German Presidency and concluded by the Portuguese Presidency – and thanks to the exceptional work done by our permanent rapporteur Jutta Haug, the development of the agencies has been firmly re-established so that, in future, no agencies will be set up without adequate cost-benefit analyses and without clarifying whether they add any value.

After having analysed the Commission's proposal on "Fees payable to the European Medicines Agency", our standing draftswoman on Agencies, Mrs Jutta Haug, has considered that it is not necessary to do an opinion as such since the financial impact has not and cannot be identified at that stage.
