Concernant la deuxième question complémentaire, je peux annoncer que sur le total de 100 millions d’euros en aide humanitaire pour l’Irak mobilisés cette année, nous avons établi des engagements détaillés pour près de 70 millions d’euros et prévoyons que la majorité des fonds restants seront engagés à la fin de l’année.
As to the second supplementary question, I can report that of the total EUR 100 million for humanitarian assistance to Iraq mobilised for this year, we have made a detailed commitment for about EUR 70 million, and expect that most of the remaining money will be committed towards the end of the year.

Monsieur le Président, le problème que nous rencontrons cette année en Irak constitue un problème récurrent. Nous ne pouvons fonctionner au jour le jour, nous devons au contraire nous efforcer d’élaborer une solution permanente aux problèmes urgents qui se posent dans le domaine des actions extérieures et tenter de mobiliser des instruments qui, de façon flexible, nous permettent de répondre à ces priorités, et je me permets d’insister, sans pour autant en sacrifier d’autres.
Mr President, the problem we are facing this year with Iraq is a recurrent problem, we cannot live from hand to mouth, we must try to find a permanent solution to the urgent issues which arise in the field of external action and try to mobilise instruments which, in a flexible manner, allow us to assist with these priorities but without, I would insist, prejudicing others.
