I can recall some of the heated debates on this subject; they were often interesting and, at times, slightly irrational. Moreover, I have not forgotten, Mrs Gebhardt, the vital role that Parliament, spurred on by you and Mr Harbour, played in improving the Commission’s initial proposal and breaking the deadlock that we found ourselves in at the time. It did so while preserving the overall structure of the directive, which is aimed – and this is obviously one of the main issues at stake in the internal market – at boosting growth and employment, because it is clear today, ladies and gentlemen, that nine out of 10 new jobs created in the European economy are created in the services economy.

– (FR) Madam President, ladies and gentlemen, I am delighted to officially present to the Members of this House the Communication on the Single Market Act, which was adopted by the Commission on 27 October, and to debate it here with you. We actually began our discussions yesterday at the instigation of Mr Harbour and Mr Grech, in another place but with several hundred political, economic and social stakeholders active at European, national and regional level.

I would also like to thank the Chair, Mr Harbour, who, as has already been mentioned, has succeeded with great efficiency and by listening very carefully in setting nearly 11 parliamentary committees to work in a very short space of time. I would also like to add to these thanks my gratitude to the coordinators of the different political groups, because you had a great many matters to coordinate between you, given the large number of issues we have covered.

I should like to reiterate my thanks to your three rapporteurs, Mrs Kalniete, Mr Buşoi and Mr Correia de Campos, and to tell Mr Kožušník that he was right to emphasise the central role in this debate of Mr Harbour, because it was not a foregone conclusion that 11 committees, and I should like to thank the rapporteurs who have spoken, would be able to work together.
