Underlines the role of the parliament as a key democratic institution and calls therefore for a strengthening of its oversight role and for ensuring a more institutionalised consultation process on draft legislation; welcomes in this regard the adoption on 5 March 2015 of the reviewed law ‘On Parliament’s role in the European integration process of Albania’ as well as the consensual parliamentary resolution of 24 December 2014 in which it was agreed that the opposition would return to parliamentary work while the governing majority would seek consensus with the opposition on important reforms, that the decisions of the Constitutional Court (CC) would be respected and the issue of people with criminal records holding or running for public office addressed; calls for its proper and timely implementation in a constructive manner; calls on all political parties to improve democratic consensus-building, which is the key to advancing in the accession process; considers it important that Albania’s civil society, media and citizens hold their leaders accountable for specific policy outcomes;

7. regrette qu'à la suite de la retentissante «affaire des enregistrements» de cette année, la commission d'enquête sur les allégations de détournement de fonds publics en faveur de partis politiques ait omis de tirer des conclusions d'ordre politique dans son rapport final et que le suivi judiciaire reste lacunaire à cet égard; souligne qu'il importe de veiller à ce qu'une enquête approfondie soit menée et à ce que des mesures appropriées soient prises, le cas échéant; invite par conséquent les autorités monténégrines responsables à présenter une conclusion rapide, libre et équitable de la procédure judiciaire, avec la coopération de tous les acteurs concernés, en considérant toutes les infractions avec minutie, objectivité et dans le plein respect de la législation; se félicite en outre de la récente annonce d'une enquête sur l'affaire des enregistrements vidéo de Cetinje, au titre de laquelle toute personne qui serait en infraction avec la loi électorale s'exposerait aux sanctions appropriées dûment établies;

Regrets the fact that, following this year’s notorious ‘Audio Recording Affair’, a committee of inquiry formed to investigate alleged misuse of public funds for party-political purposes failed to draw political conclusions in its final report, and that judicial follow-up remains incomplete in this regard; underlines the importance of ensuring that there is a thorough investigation and appropriate action if necessary; encourages the responsible Montenegrin authorities, therefore, to bring a swift, free and fair conclusion to the judicial process, with the cooperation of all relevant parties, addressing any offences carefully, objectively and in full accordance with the law; welcomes, moreover, the recently announced inquiry into the video-recording affair in Cetinje, in which anyone found to have breached electoral law faces appropriate sanctions under due process;
