In the conciliation procedure between the first Reading of the Parliament and the second Reading of the Council, as provided in the Interinstitutional Agreement of 6 May 1999, both arms of the budgetary authority should reach an agreement on amounts for EU-15 and for EU-25, enabling the European Parliament to subsequently adopt on that basis Budget 2004 with figures for EU-15 and so enable the Commission to prepare a Preliminary Draft Amending Budget in the first quarter of 2004 for the budgeting of the amounts for EU-25, to be adopted by the budgetary authority in time to enter into force on 1 May 2004.

Le rapporteur a dû se démener - et c’est ce qu’elle a fait ; et cela vaut aussi pour moi, en tant que rapporteur fictif du groupe le plus nombreux, le PPE-DE.
Starting with first reading in April 1999, and, indeed, in the committee meetings before that, there were often major differences of opinion between the groups; the rapporteur had to be agile – she was too – and the same was true for me as shadow rapporteur for the largest group, the PPE-DE.
