7. insiste également pour que le personnel du SEAE soit nommé sur la base du mérite, de l'expertise et de l'excellence, et qu'il soit issu, dans une proportion adéquate, respectueuse de l'équilibre géographique ainsi qu'entre les hommes et les femmes, de la Commission, du Conseil et des services diplomatiques nationaux, dans le plein respect de l'article 6, paragraphes 6, 8 et 11, de la décision 2010/427/UE.
