25. Considers that the review of EULEX and its eventual phasing-out must go hand in hand with the strengthening and broadening of the mandate of the EUSR, so as to ensure that the EUSR has the necessary capacity for Monitoring, Mentoring and Advising activities, the enhancement of Kosovo’s EU integration process, the fight against organised crime and corruption, and the prosecution of war crimes; calls, in the meantime, for increased effectiveness, as well as full transparency and responsibility, on the part of the EULEX mission during its mandate; takes note of the Council conclusions of December 2015 regarding the mandate of EULEX, and calls on Kosovo to contribute to the full and unhindered execution by EULEX of its renewed mandate; stresses that the revision of the mandate must apply the findings, and implement the recommendations, made in the report by Professor Jean-Paul Jacqué following corruption allegations within EULEX; urges EULEX to reach an agreement with UNMIK on the handover of open files to the relevant Kosovo authorities; calls on the Member States to second well-trained and ‑qualified experts for the necessary period of time and to ensure their reintegration into national services once their mission has been concluded;

17. se félicite de la résolution du Conseil de sécurité des Nations unies mettant en place un tribunal spécial chargé d'enquêter sur l'assassinat de l'ancien Premier ministre Rafic Hariri et sur d'autres assassinats politiques au Liban; estime que cette initiative constituera un message important de la communauté internationale indiquant que les attentats et les assassinats à motivation politique commis au Liban ne resteront pas impunis; invite tous les pays et les différents partis libanais à aider à la mise en place du tribunal spécial dans les meilleurs délais et à coopérer sans réserve avec celui-ci;
17. Welcomes the UNSC resolution to set up a special court to investigate the assassination of former Prime Minister Rafik Hariri and other politically motivated assassinations in Lebanon; considers that this development will constitute an important message from the international community indicating that politically motivated attacks and assassinations committed in Lebanon will not remain unpunished; calls on all countries, as well as the various Lebanese parties, to help set up the special court as quickly as possible and to cooperate unreservedly with it;

J’estime par conséquent que nous devons accepter la recommandation du président en exercice du Conseil. Celui-ci nous demande attention et vigilance, tout en essayant de poursuivre, comme l’a indiqué le président, le dialogue afin de mettre un terme à cette prolifération d’armes nucléaires qui constitue, bien entendu, une menace affectant non seulement la région, mais aussi l’ensemble de la planète, comme indiqué dans mon introduction.
I therefore believe that we must accept the President-in-Office of the Council's recommendation that we should be attentive and vigilant, and at the same time we must try to pursue, as the President said, the course of dialogue in order to put a stop to this proliferation of nuclear weapons which, of course, is a threat, as I said at the beginning, not just to the region, but to the whole of the planet.

7. estime que la stratégie pour l'emploi, récemment revue et actuellement mise en œuvre, constitue un instrument susceptible de contribuer efficacement à promouvoir l'emploi dans l'Union européenne; estime, en outre, que le Comité de l'emploi (COEM) institué conformément à l'article 130 du traité est l'organe le plus indiqué pour évaluer les questions relatives à l'emploi, et qu'il n'était donc pas nécessaire de créer une nouvelle task‑force sur l'emploi; invite le Conseil à restreindre le mandat de cette task‑force et à rendre compte des travaux de celle‑ci devant le PE;

Is of the opinion that the current Employment Strategy, as recently reshaped, is an efficient instrument for fostering employment in the European Union; believes, furthermore, that the Employment Committee (EMCO), established in accordance with Article 130 of the Treaty, is best placed to assess employment issues, and that there was therefore no need to create a new Task Force on Employment; calls on the Council to limit the mandate of this task force and to report to the EP on its work;

J'estime en effet que rien ne justifie que le Conseil des gouverneurs assume la responsabilité des projections, d'autant que celui-ci doit se sentir libre d'avoir recours à d'autres projections que celles de son personnel dans le cadre des décisions politiques qu'il doit prendre.
