The conference split into three working groups, which corresponded to the three types of activities being fostered under Interreg, namely - internal borders - external borders - interregional cooperation networks Mr. Landaburu, Director General for regional policies, whose task it was to summarise the conclusions of the working groups and to draw the lessons for the future, said in his summing up :"I noted a strong consensus in all the reports on the positive evaluation of interregional cooperation both in the form of the Interreg initiative and the ERDF Article 10 pilot projects (cooperation networks)".

Mr Cardoso e Cunha, Member of the Commission and responsible for Enterprise Policy, and Mr Landaburu, Director General for Regional Policy, represented the Commission at the inauguration of the Mezzogiorno Euro-Partnership. The Italian authorities were represented by Mr Reviglio, Finance Minister, and the Mezzogiorno was represented by Mr Caviglioli, President of the IASM, Mr Abete, President of Confindustria and Mr Longhi, President of Unioncamere.
